Probably you have faced this issue before that you are registering a new Member in your Membership program and his/her Credit Card got declined for one of the two charging process(Initiation & Membership dues). In that case you should try to take the following measure:
It is possible that the credit card merchant processor is blocking it as they see multiple charges. So it's safer to try it at a later time to make transaction to go through processor to be successful.
Please confirm your merchant processor settings allows non cvv transactions, this is needed for recurring processing.
To view the issue in details you may need to login to your merchant providers website. You can also see the raw response by viewing the transaction details. Go to Sell then View All Transactions then make sure your filters show declined transactions.
